.HISTORICAL BACKGROUND
The National Board of Accountants and Auditors (NBAA) is a national accountancy
professional body established under the Auditors and Accountants (Registration) Act. No.
33 of 1972, as amended by Act No. 2 of 1995. It is an accountancy regulatory
professional body, operating under the Ministry of Finance
VISION
To meet the challenges of the market by ensuring, that its members and students
are equipped with the relevant knowledge and skills to the best international
standards.
MISSION
NBAA is a regulatory body committed to the continuous transformation of the accounting
profession in Tanzania through development, promotion and good conduct.
This will be accomplished through:
Setting high quality standards for the profession
Regulating registration of members and students
Monitoring accountancy training and conducting professional
examinations
Regulating the conduct of members and students
Providing continued professional development programmes to
enhance
members professional knowledge and skills.. |

OBJECTIVES
In fulfilling NBAAs cardinal role of developing
the accountancy profession in Tanzania, the Board has been directed by the following
objectives as enshrined in section 4 of the Auditors and Accountants (Registration) Act as
amended by Act No.2 of 1995:

To promote and provide of
opportunities and facilities for the study of, and for the training in, accountancy,
auditing and allied subjects; |

To conduct of examinations and to
grant diplomas, certificates and other awards of the Board in accountancy, auditing and
related subject; |
|
|
| |
To sponsor, arrange and provide
facilities for conferences, seminars, discussions and consultations on matters related to
accountancy and auditing and allied subjects; |

|
| |
To arrange for publication and
general dissemination of materials produced in connection with the work and activities of
the Board; |
|
|
| |
To stipulate accountancy or
auditing standards and guidelines as appropriate and to ensure the compliance of the
standards and guidelines by the subjects; |
|
|
| |
To maintain a register of Certified
Public Accountants in Public Practice; Certified Public Accountants; Graduate Accountants;
Accounting Technicians and Practising Firms; |
|
|
| |
To consider and decide upon
applications for registration and to effect registration of Practising Accountants,
Accountants, Accounting Technicians and Practising Firms; |
|
|
| |
To regulate the activities and
conduct of its Certified Public Accountants, Certified Public Accountants in Public
Practice, Graduate Accountants, Accounting Technicians and Practising firms; |
|
|
| |
To formulate an appropriate
National Accountancy Scheme and syllabi and oversee that accountancy syllabi in training
institutions throughout the country are in accordance with the approved National
Accountancy Scheme and Syllabi; |
|
|
| |
To evaluate institutional
accountancy qualifications for exemption from parts of the Boards examinations; and |
|
|
| |
To carry out such other functions
after consultation with the Minister for Finance; |
The above stated objectives are being
implemented through the guidance of the Governing Board.

The Boardsstrategic priorities for the Corporate Plan period 2005/2006 to 2009/2010

committees and the internal audit functions in the public sector is
straightened)

ORGANIZATION
SET UP
In accomplishing its mission and objectives, the NBAA has been organized as follows:
The Governing Board
The Governing Board is at the apex of the organisation, responsible for formulating policy
and laying down terms of reference to various committees of the Board.
Committees
The Committees handle functional responsibilities
within respective NBAA departments.
The Committees are:

Technical Services Committee
Education & Publications Committee
Public Sector Committee
Management
The NBAA Management headed by the Executive Director implements the Governing Boards
directives by ensuring that the policies are carried out in an effective and efficient
manner. The Executive Director is assisted by Manager, Member Technical Services
Department, Manager, Education and Training Services Department, and Manager, Corporate
Services Department.The Executive Directors Office is made up of the Legal Secretary
and Internal Auditor.
Membership to International Bodies
The accountancy profession in the country is a member of the International Federation of
Accountants (IFAC). It is also a member of the Eastern, Central and Southern Africa
Federation of Accountants (ECSAFA). The NBAA is a member of the ECSAFA Executive Committee
and Council. From October, 1997 to May, 2000, Tanzania was a member of the IFAC Council.
Prior to that, Tanzania was a member of the IFAC Ethics Advisory Forum for 3 years up to
1997.
LOCATION
NBAA offices are located at Mhasibu House, situated along Bibi Titi Mohamed Street
adjacent to the Tanzania Library Services and the Institute of Adult Education in Dar Es
Salaam.
